中國自古以來就是一個多民族國家，又與其他國家保持外交關係和友好往來。民族相異，國家不同，語言和文字就千差萬別，因此，歷朝歷代都設有專人專職或專門機構從事翻譯工作。僅就官職而言，周代有“寄”、“像”、“譯”等；秦漢時期有“九譯令”、“譯官令”、“譯官丞”；南北朝有“譯令史”；隋唐時期置“通事舍人”；宋、遼、金時期分別有“潤文史”、“譯史”、“通事”；元朝設“怯�馬赤(蒙古語，指口語翻譯)”；明朝有“譯字生”；清朝設“通譯官”。這些翻譯人員的級別不高，一些朝代的翻譯人員甚至沒有品級，印度語翻譯。清代的通譯官一般為七、八品，光緒年間，各使館的頭等通譯官始提高待遇，定為正五品，限額一名，嚴禁超編。

古代的翻譯工作遠在商、周時期就開始進行了。據西漢伏勝《尚書大傳》載：交趾之南有越裳國，“周公居攝六年，制禮作樂，天下和平；越裳以三象重譯而獻白雉，曰：‘道路悠遠，山川阻深，音使不通，故重譯而朝’”。“像”是翻譯官，“重譯”就是多次翻譯的意思，越裳國包括今越南大部和柬埔寨部分地區，與中國相距遙遠，言語不通，所以需要翻譯成漢文才能看懂。從史料記載來看，從南北朝至唐代，官方的翻譯機構和譯員主要從事佛經的翻譯工作。
